Ms. Freeman provided programmatic subject matter expertise to the SNAPS office related to analysis of its internal data on awarded activities and results, including development of data visualizations for use by SNAPS staff in providing information to external partners. Additionally, assisted with developing metadata for coding and evaluating community submitted evaluations of racial disparity in service delivery and outcomes.

Ms. Freeman was a core team member for the development of HUD’s new Stella P module, an interactive series of data visualizations of community submitted longitudinal data on system performance with contextual data on service pathways that have the most impact on performance.

Ms. Freeman led the development of a HMIS System Administrator Checklist, which outlines the roles, responsibilities, and activities for an HMIS System Administrator. Ms. Freeman also provided subject matter expertise and product development approach support to cross-firm product development leaders as well as providing a significant level of hands on product development, including initial design and authorship, to several other HMIS related tools and products, including the HMIS Lead Standards, the HMIS Vendor Monitoring Tool, the Data Quality Management Plan and Monitoring Tool, and the HMIS Software Vendor Capacity Checklist.
HUD Homeless Point-in-Time Application
Project Manager, User Acceptance Design and Testing
Ms. Freeman led a team to complete the design, development, and implementation of the 2015 Point In Time mobile device app. Project goals included increasing the use of technology to improve the collection of data during the homeless Point in Time Count, improving the mobile app platform, preparation and publication of open source code. Ms. Freeman designed User Acceptance Testing methodologies and scripts, creation of user templates and end user instructions, and negotiated for purchase of intellectual rights for open source publication.
